when you get too much skin under your shaft due to stretching from jelqing. looks like the skin starts to drop before the base.

This looks like a turkeys neck hence the name.

We all have it to some degree.

Naw Clock. It's where the skin from the scrotum attaches to the underside of your shaft. As you gain length from PE, this skin will travel from the point of attachment up the shaft right along with your length gains. This hangs down and is what is called "Turkey Neck." Some people have been able to lessen this effect by holding the scrotum sack skin back while doing the stretching exercises.

Question about the bundled stretches..

When you guys do the bundled stretch where are your twists forming? Mine are generally around the base. Should I make a conscious effort to vary where my twists form or does it not matter?

Would you please describe exactly how far up you are twisting? How many twists are you doing? We need to know to the millimeter so that we can get out our charts and graphs, to properly advise you. JonPop says to himself..."hmm..Now where's that slide rule?"

Well it could I suppose change the stress point slightly along the penis.
This is an advanced exercise which I am only starting to experiment with. I don't think anyone has done any experimenting with where the twist form.
So perhaps you can be the first and add to our knowledge.

when should I expect to see results? and will I eventually get to a point where I can sustain my gains without half an hour of workout every day?
