I would say yes they would be the same from a visual and functional perspective. Let's think about this for a moment... a person born with an 8"x6" penis would have to have a larger CC so in that respect they would be the same, mechanically enlarged or not. The only difference between one born with a large dick and one who enlarged it via PE would be the length of the ligs in some cases but not all.
The bottom line to this line of questioning is... who gives a crap?!?! if you want to make your dick bigger then start a PE routine, if not don't. When the dick is in the pussy, all that matters is your size (and technique). How you got it is irrevelent.
