I began with jelqing exercise since 13 december. I do it 5 times a week 20 minutes a day.
To do the best thing with best result i have question.
I do the OK with my thumb and other finger and take it from base to the end, but i can't hold my penis in erection. So i do it when it is weak(not erection even 1%). Is that a problem if i do jelqing with 0 % penis in erection?
To get the maximum benefit from girth work or jelqing, you need to be at least 80% erect.

I had similar problem in the beginning. I used c-grip. This helped keep penis with more blood during exercises. Power Jelq also is a good help for my PE. Penis is more with blood, when I use PJ.
Practice makes perfect. In time you will learn how to maintain 70-80% erection, and you'll laugh at how challenging it was in the beginning. I find it helps to have a mental image of something that you fantasize about if the pressure suddenly drops. It has to be really deep seeded to be effective. It should be so good that it brings you all the way up and then you have to wait for it to reduce to 80%. That technique takes practice too. Don't use porn to try to do it. Learn to use your mind.
