the page above is a German made PeniMaster which seems to be a great product that lets you snap on the traction rod to the front plate.

the pictures on PMDevice also seems to be identical. But it is not German made but Canadian, and is indeed different. In that page, look at the white one on top. The front plate is a solid plastic with holes only at the end, which does not allow you to "click on" the traction rods.
It seems that these two are completely different products. What pmdevice.com sells is just like any other traction devices, except it uses straps instead of noose. All the rest is similar (although I do think JES Extender seem to have much higher quality built). PMDevice is just like JES Extender with strap and strap hole instead of noose and noose hole.
I do like the PMDevice. Just a warning that buying from
www.pmdevice will get you something far from a higher quality German made device that allows you to put on easily.
