More than likely the problem in California is like everywhere else. It is not so much the system or the teacher's fault, although sometimes it certainly is, but the lack of parental involvement. Some parents just do not understand that we cannot do everything. You would be so surprised how many parents spend very little time making sure their children are doing their homework, studying for tests, etc. And when we send home notes or progress reports, they get mad at us claiming we are not doing our job.
There are so many statistics that show a very high correlation between parental involvement and how well their children do in school. The more P.I. the better the student does and vice versa. Of course there are exceptions to every rule. But the vast majority of students who have strong P.I. do very well.
So what's the answer? You cannot legislate morality. You cannot lawfully make parents be involved in their children's education if they do not want to.
