Must say I don't see full range squats very often, regardless of age or weight on the bar. For that matter, lots of teenagers can not keep their heels on the ground and squat all the way down without a weight.

Two root problems there
1) Poor teachers, usually sport coaches that run amock with their own programs without regard to learning the basics themselves
2) Muscle head atheltes/gym goers that have total disregard for their own safety anatomically and are only concerned with what is on the bar, but also do not take the time to teach themselves proper technique and progressional methods.
